financial difficulty%20counseling%20and%20reviews%2C%20fails%20to%20see to%20with%20the%20jurisdictional%20issues%20being%20raised%20about%20whether%20or%20not%20a%20magistrates%26%2339%3B%20court%20in%20as a matter of actual fact%20has%20jurisdiction%20%28although%20this%20issue%20is%20mentioned%20in%20Chapter%2012%29.%20It%20further%20fails%20to%20introduce%20the%20fact%20that%20the%20Act%20does%20not%20properly%20grapple with%20with%20the%20remuneration%20of%20the%20debt%20counselors%20and%20the%20problems%20bordering%20the%20applications%20for%20debt%20counselling%2C%20nor%20does%20it%20traffic%20with%20the%20administration%2C%20collection%20and%20distribution%20of%20funds%20from%20debtors%20under%20liable%20review.%20Reference%20is%20made%20to%20the%20in abeyance%20application%20by%20the%20National%20Credit%20Regulator%20for%20a%20declarator%20on%20the%20a number of%20problem%20issues%20surrounding%20in dire
